Refugee protection

The following sections contain information on the most important international treaties and agreements of which Montenegro is signatory, as well as national legislation relevant to the protection of refugees.

Since 2001 Belarus has been both a party to the 1951 Convention relating to the Status of Refugees and to its 1967 Protocol. Belarus, however, has not accepted the UN Statelessness Conventions.

In 1998, the government adopted the Immigration Law, establishing a legal framework for immigration within the country and providing, among others, rules for the departure of illegal migrants from the Republic of Belarus. The government also adopted in 2008 the Law on Granting Refugee Status, Complementary and Temporary Protection to Foreign Citizens and Stateless Persons in the Republic of Belarus, amended in 2014.

Red Cross Montenegro provides assistance particularly to the Roma refugees from Kosovo. The Red Cross is the implementing partner of UNHCR and runs the Konik camp for them. As well as physical infrastructure there is an emphasis on education of women, preventing early marriage and the provision of legal aid, for example to acquire identity documents, which are a prerequisite for access to many other rights. Psycho-social support is also provided to other refugees and vulnerable people. The focus is on inclusion in society and access to education.
